This table contains static rules of transformation of E.164 codes to E.212 codes.
It's used for Transformation of E164 number to MCC-MNC code.
The contents of this table is enough to perform correct Billing and Routing, in case if you have traffic on countries in which Number portability is not yet supported.
Also this table serves as a last resort for finding MCC-MNC code, in case if all other Transformations of E.164 number to MCC-MNC code haven't given any result.
